Such services include, for example, providing assistance with the creation and implementation of small and disadvantaged business participation policies and programs affecting public contracting.


As the founder and managing partner of Rosales Business Partners with over two decades of experience, Ms. Rosales is dedicated to serving public sector clients in the airport and transportation industries as a consultant as well as an attorney – and has from the very beginning.

Her airport industry experience started with the City and County of San Francisco, where she served as a San Francisco Airport (SFO) senior staff member for over 11 years, holding high level positions as General Counsel and Airport Deputy Director for Legislative & Regulatory Affairs.

Over the years, she’s been commended by institutional clients for enabling their needs with “big picture” strategic and creative thinking and the development of forward-thinking policy initiatives. Whether it’s an effective community outreach project aimed at maximizing local/minority business participation in multi-million dollar airport construction or helping secure concession contracts, Ms. Rosales’ expertise and acumen is second-to-none.

Shortly after launching the organization in 2010, Ms. Rosales saw new avenues to serve the public sector by developing entrepreneurial public-private partnerships with the use of innovative technologies. In the fall of 2010 she collaborated with her partners and began a project known as FastAirBuy (FAB) that seeks to introduce cutting-edge mobile technology features in the airport environment and other controlled commercial spaces. Ms. Rosales is a member of Airports Council International-North America (ACI-NA) and the Airport Minority Advisory Council (AMAC) and is a regular speaker at airport and airline focused conferences. She is fluent in Spanish.


As co-owner and partner of RBP, Mr. Quadra is an accomplished San Francisco attorney and skilled negotiator and mediator in civil litigation matters. Formerly Chief of General Litigation with the San Francisco City Attorney’s Office, he represented the City’s interests in hundreds of cases and issues including complex commercial litigation. In addition to his legal practice, he is also an entrepreneur who understands what it takes to build a business from the ground up. 
Along with Mara Rosales, he started this company with the objective of creating innovative and enterprising public-private partnerships in the professional services area. Mr. Quadra manages the firm’s media and advertising projects and develops new plans for generating income for local and state governments. He also improves upon and implements existing projects consistent with local, state and federal legal requirements. Mr. Quadra is fluent in Spanish.



A partner with RBP, Mr. Gallardo has over 20 years of public sector experience as a senior manager. For the past eight years, he worked for the San Francisco Municipal Transportation Agency (SFMTA), Capital Programs & Construction Contracts Administration Department as a principal administrative analyst. There, his duties included planning, developing and managing the Request for Proposal (RFP) solicitation process for professional service contracts.

Fluent in Spanish, Mr. Gallardo was the contracts manager responsible for SFMTA’s Central Subway Project Professional Services Contracts, a billion dollar infrastructure program funded by a grant from the Federal Transit Agency.



With a wealth of professional experience spread out over 29 years, Mr. Boursse is known throughout the national transportation industry as a leader specializing in ensuring small and disadvantaged businesses secure and execute public sector projects.

Whether its design, implementation, management or compliance, Mr. Boursse is a master in all phases of the transportation program process and serves as a voice of reason and wisdom in a process that can easily become riddled with unfamiliar obstacles and cumbersome tasks. In addition, he is an expert in composing complex analytical reports and recommendations in the ways of contract consulting as well as human resources. Mr. Boursse is not only invaluable to the industry at large, but he possesses effective skills that assure success.

Mitchell Posada is a Senior Management Advisor who specializes in building digital-based businesses by managing resources at the speed of the market. Throughout his career, Mr. Posada – who is fluent in Spanish – has consistently demonstrated effective performance and has been a leader in business development, product management as well as product marketing.

As an advisor for the firm’s innovative FastAirBuy (FAB) project, Mr. Posada provides mobile commerce consulting and strategic business planning expertise. He is currently advising a few tech start-ups nationally and TeamInterval in Chicago in a part-time interim COO capacity. Most recently, Mr. Posada led digital strategy for the Chicago Fire Soccer Club as a consultant and was VP of Interactive for Café Media LLC, a cutting-edge lifestyle magazine targeting bi-cultural Latinos. His prior experience includes being the founder of GrupoEntrada, a business consulting and marketing communications firm specialized in helping companies enter and profit from the growing US Hispanic Market,, an IPTV content distribution and content marketing agency, and Consultant at Santiago Solutions Group, the pioneer BCG style management consulting firm focused on ethnic markets.
